Eastbourne's Direction of Travel: Issues and Options for the Eastbourne Local Plan
EASTBOURNE’S DIRECTION OF TRAVEL:
ISSUES & OPTIONS FOR THE EASTBOURNE LOCAL PLAN
Eastbourne Borough Council has commenced preparation of a new Local Plan for Eastbourne, which will cover the period from 2018 to 2038. The Eastbourne Local Plan will be the key planning document that will plan and manage growth, regeneration and development across the Borough over the next 20 years.
In order to obtain views on how Eastbourne should change in the future, Eastbourne Borough Council has published this report – Eastbourne’s Direction of Travel: Issues & Options for the Eastbourne Local Plan – which identifies the key issues and opportunities that the Local Plan should address.
The local community, businesses and other stakeholders are invited to be involved in shaping the new Eastbourne Local Plan by responding to the questions and options identified in Eastbourne’s Direction of Travel: Issues & Options for the Eastbourne Local Plan. The responses to the consultation will inform the production of the Local Plan.
Eastbourne’s Direction of Travel: Issues & Options for the Eastbourne Local Plan addresses six main areas:
Carbon Neutrality
Prosperous Economy
Quality Environment
Thriving Communities
Housing & Development
Effective Infrastructure
The report identifies Issues, Options, Questions, Directions of Travel and Further Work that we would like your comments on. We are keen to receive views on any aspect of the Local Plan and you are welcome to respond to any or all of the questions we have set out. Even if there is only one question that you wish to answer, please feel free to do so. We are happy to receive general comments on the planning issues facing the town, or ideas and suggestions about any matters that you feel have not been fully addressed in this document.
Consultation period
The consultation period has been extended for an additional two weeks. The consultation now runs until Friday 24th January 2020. All consultation responses should be received by 5pm on Friday 24th January 2020.

We are holding four exhibitions on the consultation, between 2pm and 7pm at the following times:
Thursday 28th November 2019 - Eastbourne Town Hall, Grove Road, BN21 4UG
Tuesday 3rd December 2019 - St Elisabeth's Church, Victoria Drive, BN20 8QX
Thursday 5th December 2019 - Sovereign Harbour Community Centre, Sovereign Harbour, BN23 5QG
Monday 9th December 2019 - Hampden Park Community Hall, Brodrick Road, BN22 9NR

Please note that although the consultation will be publicised using social media, comments made there cannot be considered as a formal response to the consultation. Therefore you are encouraged to make your comments via the formal channels identified above.
A Sustainability Appraisal Scoping Report for the new Local Plan has been published alongside Eastbourne’s Direction of Travel: Issues & Options for the Eastbourne Local Plan. You can comment on the Sustainability Appraisal Scoping Report by completing the Sustainability Appraisal Scoping Report questionnaire.
As part of the consultation, we are requesting the landowners, site promoters and other stakeholders submit information to us about sites that could have potential for development over the Local Plan period to 2038. If you wish to submit a site to be considered as a potential Housing, Employment or Renewable Energy development site please complete the Call for Sites questionnaire.

Draft Infrastructure Delivery Plan
The Infrastructure Delivery Plan (IDP) is being produced to accompany the Eastbourne Local Plan. It is an essential part in the preparation of the Local Plan and is being prepared in partnership with the various infrastructure providers. It will ultimately set out the key infrastructure that will be required to support the objectives, spatial strategy and the delivery of the Eastbourne Local Plan over the 20 years planning period from 2018 to 2038, identifying where and at what time that the infrastructure is required, who is responsible for delivering it, the cost of provision (if known) and how these costs are expected to be funded. -
